$3,305.00 per month or #19.07 per hour

Title of Immediate Supervisor: Director of Development Services


GENERAL DESCRIPTION:

 Responsible for issuing permits and performing inspections of buildings and building systems to include structural, plumbing, electrical and mechanical system installations to assure compliance with laws, regulations and codes. Responsibilities extend to ordering compliance to the codes when deficiencies or infractions are noted. The work involves contact with property owners, officials of various departments and contractors. Will also be assigned additional duties to inspect and enforce other codes.


EXAMPLES OF SPECIFIC WORK PERFORMED: 1.Administer and enforce the various ICC Codes adopted by the City and ordinances related thereto;

2.Provide information regarding Code requirements to property owners, contractors, citizens and municipal officials;

3.Review submitted construction plans, drawings and specifications relative to laws, regulations and codes;

4.Issue stop work orders, orders to terminate water service and file appropriate legal papers when unauthorized or unsafe plumbing is discovered;

5.Make recommendations for changes to Ordinances and Adopted Codes;

6.Collect fees and issue permits required by the City including, but not limited to, building, mechanical, construction, plumbing and irrigation using approved software;

7.Schedule, prioritize and perform plumbing and electrical inspections as required;

8.Respond to complaints of code violations, sewer and water leaks, inspect, and follow departmental procedures for compliance

9.Use the computerized system to make record of, schedule, prioritize and document results of permits, inspections and enforcement actions

10.Manipulate word processing, database and imaging software to compose and transmit letters, notices of violation, e-mail, etc.;

11.Review test results of cross connection backflow prevention devices;

12.Other duties as assigned by supervisor including investigation and enforcement of property maintenance codes; e.g., substandard structures, unsecured & vacant structures, junk vehicles, open storage and excessive vegetation.


POSITIONS SUPERVISED:

 None.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

 Indoors and outdoors. Light physical activity, subject to adverse conditions and exposure to water, sewer, electrical, building and street related hazards. Ability to sit, stand and drive a vehicle to and from various work sites. Employee will be exposed to seasonal temperatures while performing duties and be exposed to mechanical and chemical hazards. Ability to lift materials weighing up to 50 pounds occasionally. Ability to bend, stoop, walk and dig. Ability to walk over sloped and uneven terrain. Work involves getting dirty and wet. Employee will be exposed to dirt, dust, noises, fumes and odors. Ability to communicate in writing and verbally with the public. Ability to understand verbal and written communication. Ability to climb ladders and not have a fear of heights.

CONTACT WITH OTHERS:

 Frequent to constant contact with other City employees and general public. Frequent contact with the public in issuing permits and zoning and building code matters.

EDUCATION AND EXPERIENCE:

 High School diploma or G.E.D. required; technical school or OJT training in structural, mechanical, plumbing and/or electrical systems; one year or more progressively responsible work experience as an Inspector of one or more of the foregoing systems is desired. Plumbing experience is desired in order to acquire Inspector License.

KNOWLEDGE, SKILLS, AND ABILITIES:

 Must have superior Customer Service Skills. Must be able to inspect systems to determine defects or possible code violations; must be able to read and interpret plans, drawings and specifications. Must be able to interpret Codes and perform all appropriate calculations for existing and/or modified sewer and water systems. Must possess basic computer skills and must develop intermediate to advanced skills by the end of the probationary period. Ability to understand the intent of the codes and to work with contractors to meet the intent of the code without imposing unnecessary hardships on the contractor.

REQUIRED LICENSES AND CERTIFICATES:

 Valid Texas Driver License. Possession of Texas Plumbing Inspector License or be able to obtain Plumbing Inspectors License within 18 months of hire.
