Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection.
Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines.
Work requires contact with governmental officials, private entities and/or contractors.
Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties: - Directs the design and/or implementation of pollution prevention plans on construction projects or develops and implements storm water pollution prevention plans for construction projects.
- Oversees Consultant Contract Administration.
- Coordinates with area engineers on design and plan preparation.
- Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
- Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
- Oversees career development activities for engineering assistants.
- Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
- Participates in district plan review activities.
- Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
- Reviews material specifications for projects and writes special provisions.
- Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
- Serves as a project manager overseeing consultants performing advanced and complex engineering work.
- Supervises professional and administrative staff.
- Performs other job responsibilities as assigned.
